I disliked how Spencer missed the whole point of the Serpent Society.
He turned them into a bunch of corporate mooks with no personality or even any lines of dialogue, with the exception of Viper. What's the point of using the Serpent Society if you don't use them like a super-villain trade union with conflict between the members? Why would King Cobra even relinquish leadership over to Viper?

It's kind of funny that Cobra started out as a Thor villain. It was such a mismatch in power levels, which is why after Stan Lee left no writer wanted them to fight again. As such, turning him into a Captain America was the right way to go.
A similar thing happened to Mr. Hyde, and to a lesser extent to the Absorbing Man, but thanks to his powers writers can still have him fight Thor without it being absurd.

Paladin has ALWAYS been one of my favorite C-listers in Marvel for how he kind of gently straddles the line between superhero and villain-for-hire, but usually lands on the side of hero mostly because at heart he's actually a fairly decent guy.
