There's nothing really wrong with an over the top super evil villain, in fact a lot of times these tend to be great. But there are multiple things that separate DIO from an typical edgy anime villain or a Joker-like figure.

First of all, DIO is well-written, that goes without saying. Not as well-written as villains like Pucci or Valentine, but he is a solid, fleshed-out character, Araki has a real sense of who he is and what he does. There's more to DIO than shock-value, like his personality, the different ways he’s visually represented throughout the series, how his presence acts almost as a type of physical force on all the other characters that encounter him, his relationships with characters like Pucci and Jonathan, etc. Basically, DIO is absurdly evil, but there's more to him than said villainy, and Araki knows how to write him in a way that he doesn't rely too much on shock-value nor does he gets tiresome.

Second, even when DIO is just being a rampaging dickhead, he's still very interesting to watch. He's an indomitable force, a steamroller of a character and just sort of knocks down everything in his path with a good attitude. DIO’s canon expression’s a smile, sometimes that slight upturned half-smile, sometimes so wide that Araki draws his entire mouth upside down. He's got a well-defined sense of humor and it's not hard to like a character that smiles constantly while having a good time murdering people. And you can tell that Araki loves writing and drawing Dio, with all the expression he gives him, both his face and his whole body, all the exaggerated poses and movements. DIO’s visually interesting. He's got plenty of range too.

He's the epitome of a character that you love to hate, that's part of why he works.

and while i'd argue that DIO is a little less than full-fleshed in Part 3 despite the fact that i love him, in part 6 he basically becomes one of the most well-written interesting characters. he barely shows up, but his relationship with pucci shows an incredibly vulnerable but none the less genuine side of DIO. we get to understand his anxiety about having nothing good last and being in a constant battle to maintain the things that he wants and has.

He has more depth to him. AgK villains only have one trait which is evil. Pt 1 Dio had the whole dynamic with Jojo and DIO had the mysteriousness and all the philosophical bullshit. Honestly Part 6 DIO is the same character as Part 3 DIO, he's just written in a way that allows us to see him in a different POV. He's written in Part 3 as more of a final boss than a gradually developing character, which was the right thing since we got to see his entire childhood and backstory in Phantom Blood.

Another thing I think DIO does well is how he gradually becomes more and more of a threat with each part he appears in, in a way that I don't think Shonen villains really do. He grows stronger and more dangerous in ways that are not just "he gets powered-up", even after his death his power and influence expands.
In Part 1, we see him grow from a poor, beaten-up kid in the London slums by lying and backstabbing his way to becoming a vampire emperor of evil. But he's still inexperienced. He is too focused on doing stupid shit with his powers and rampaging because he's on a power-trip
In Part 3, he has become a godlike cult figure, essentially having achieved everything he wanted in Part 1, but still completely satisfied because of the Joestars and his body. He has power over people in ways he didn't in Part 1. He has almost completely transcended humanity.
And in Part 6, while he might have been dead for a long time, his actions are everlasting. Jotaro is out of shape from having spent so much time fighting him, his children are running rampant causing mass destruction. Most of the cast has blood-ties to him. His legacy, living on through Pucci, is now threatening to destroy everything the Joestars have ever worked for. He's all over the place without being there himself.

This kind of presence he has, how he slowly transforms into the embodiment of everything the heroes fight agaisnt, even in parts where he is not the main villain himself, is something I think gives him that added edge as well as a villain.

What does /jojo/ think of the series as a whole?
Is it really only a meme train for you?

Don't get me wrong, JJBA's main quality is being fun, but I also think Araki has been deceptively clever in his writing since day 1.

Although the plot always leaves to be desired, Araki repeatedly said that he wasn't writing clever plots, but whatever interested him. It takes writing skill to create strong impactful scenes, and Araki is a master of these. If there's something Jojo is not, it's forgettable. When he wants to cry, to be pumped up, to beg for the next chapter, he'll do it.
Araki also has a knack for creating characters. The great majority of them stay on the mind, and the cast is really diverse. Some of them, like Giorno and Joseph, have depths that aren't actually shoehorned too, Giorno being actually an introvert pretending to be a classy charismatic guy while Joseph always shows how much he values kinship.
Finally, I like how the series tries to talk about something else than "friendship/nakama/doyourbest/followyourdreams" stuff that's prevalent in most series. The series has talked about the nature of destiny and how one should define their happiness. He doesn't only tell us that we should uphold the Japanese ideal, but is talking about how humans are at their best and sometimes at their worst in JJBA.

The series isn't perfect by any means, if you judge it objectively, it's really more flawed than many other stuff, but goddamn when the serie's at its best, nothing can compare to JJBA.

Going through Stardust Crusaders the first time around I (incorrectly) guessed Dio's abilities would be explained like so:

Dio with Jonathan's body had access to all the current living Joestar's stand abilities with that same "invisible threads" explanation Joseph gave as for why the Joestars were awakening stand abilities. I thought that'd mean neither Jonathan nor Dio had their own original stand powers, and how Joseph's Hermit Purple and Jotaro's Star Platinum (in terms of raw strength, speed, and latent time stopping abilities) were shared with Dio.

Then you take Dio's vampire abilities to account and that explained why Dio's stands trancended human ability, i.e. Dio's Hermit Purple knockoff didn't have to break camera's for spirit photos and Dio's Star Platinum Knockoff (The World) was the improved version of "the same type of stand as Star Platinum" whose timestop seemingly had no limit. Dio even said at some point that his ability to stop time manifested at more or less the same time Jotaro would have begun developing his own Stand.

Of course, I was dead wrong, but that was always my guess at it. Anyone else have their own guesses before / want to defend Araki's shoe-horned explanation of Dio's abilities by basically saying "Stands by different people can pretty much be the EXACT same, but I'm never going to acknowledge this idea again in any future part so please just accept it won't you dear reader?".

Bonus points for mentioning EoH as proof as if it didn't feel like a fanfic shit that either invalidated past Jojo's or anticlimactically rip off Stardust Crusader's ending.

I think JoJo has a very human element that most anime/Manga doesn't. The characters feel human because they have relatable traits, even irredeemable nutjobs like Kira have little things to make them human. We know his favourite food, he likes cats, hates dogs and has a strict daily routine consisting of an early bedtime and a glass of milk.

The heroes are similar - even Jonathan has a goal to "be a true gentleman", i.e better himself to become his time's ideal man. I think a lot of people want to become better and while simple it lets us connect with the world.

Compare it to stuff like Attack on Titan. Eren is angry at the threat of titans, but that's something few people can relate to. And that's when I'm stretching the meaning to a constant looming threat. SnK is a good series but it's not got the humanity needed to be as lovable as JoJo.

Finally, there's just nothing like JoJo - the characters, stands, musical references, and stories it tells are all so memorable. Most anime repeats itself, with tropes and archetypes being recycled every series. JoJo doesn't just avoid trends, half the time it sets them because it's just that good.

Because we got to know DIO when he was going through character arcs in Part 1, and our attatchment to him carries over to Part 3.
None of the antagonists in Akame ga Kill are ever written in a way so that they can be sympathized with or understood, their purpose is to be hated, or in some cases with the Jaegers made obviously sympathetic and all either die "tragically" or turn good anyway.
On the other hand the Big JoJo villains are all written to be very understandable if not sympathetic. Even Kira who is objectively in the wrong and a remorseless serial killer had me at least cheering for him to escape once or twice because he was understandable and we were able to get in to his head.
