Mixture of different elements: A) bad marketing made even worse by horrible pricing model, B) rushed development attempting to create hold-over piece rather than an actual solid, self-standing sequel leading to a game that while actually fairly good still feels like a dissapointment at the end, C) as the initial wave of interest faded, it actually turns out "immersive sims" have FAR smaller appeal that it was initially though, as the gamer audience that once really loved them is mostly gone and replaced by brain-dead idiots or people with impossibly high standards.

If it wasn't for the Prey debacle going on right now, I would have not though the C) point, but now I'm starting to seriously think this genre fundamentally has problem connecting with broader audience, regardless of the quality of the title.
Still, the majority of the fault does lie with the publisher (and to a lesser degree with the developer) because they really managed to make a game that ultimately makes you feel disappointed and unsatisfying DESPITE the fact hat most of it is actually fairly good. But it can't be and it isn't sadly the whole story.

Back when cards were really interesting, which was like ~december 2015, it was a good game. Then they removed 90% of the interesting card and made how each person plays each class identical.

Because people only want it when the world is bland, not fun to explore and/or requires lots of rudimentary back and forth between areas. All signs of bad game design.

Ruins the sense of exploration and scale of the world when you can hop behind areas instantly through a menu. It works in some games, but in others like Elder Scrolls it just ruins the experience.

An Open World game with overpowered fast travel is basically shooting itself in the foot.

Developers spend tons of time making a world for you to explore then they simply just let you travel anywhere instantly, defeating the whole point. Morrowind is a good example of fast travel done right and Oblivion and Skyrim is a good example of fast travel done wrong.
