Did they plan it from the beginning then, because Pinky Pie mentions she's seen another Twilight in the first movie. How come everyone else has a double except for Shimmer, doesn't eqg have some consistency.

You'll never find the EQG Sunset because there isn't one. The entire EQG world was created by and for Sunset when she first went through the mirror years ago. There is no real EQG world, it is just a constructed reality made to give the one that passes through what they need. In Sunset's case, where she wanted validation from Celestia, it gave her a world where she could repeatedly be the "princess" of events, crowned by Celestia each time. Why are the mane 6 there if she didn't know them? Because the time came when Sunset was ready to come back, and when she did, instead of finding Celestia missing her and eager for her return, she found her mentor had moved on and replaced her. So Sunset went back through the mirror, and the world was created again, as she remember but adjusted with her new knowledge. Mane 6 were now there for her to strike out against, and the new fall formal crown conveniently rendered to match Twilight's. I should add that the Sirebs were also not actually sent there. Twilight simply had that story of creatures banished to another world on her mind when she entered the mirror, thus making it a reality in that fabricated world.
