Do the North Korean kidnappings of Japanese citizens from their western coast count? Because those were pretty fucked up and the government of Japan refuses to acknowledge a bunch of them for what they are. A lot of the kidnapping victims were schoolchildren. Yeah, it's pretty weird. The fact that Japan allowed the Mangyongbong 92 to continue operations in their country despite it being painfully obvious that the ship was involved in smuggling, kidnappings, and espionage is just fucking sad.
