How the fuck do I upload webm with good video quality? Tried WebM for retards but I've been tweaking with it for 4 hours and all its giving me is 240p tier quality crap. Do I really need a powerful PC for this shit

Use VBR. Don't make a scene too much longer than 1:30. If it's over 40 seconds, reduce the resolution down between 300 to 500 depending on how much action is happening.

For quality that makes best use of file size you have to use the VBR rather than the "fit to file size" method. Fiddle with the bitrate and file resolution to make it get under the file size limit, it can take a few tries until you get a knack for eyeballing what the bitrate and resolution should be for a given clip.
