Hahaha, I think those sorts of chapters were mainly near the beginning of the manga.

Take comfort in the knowledge that season 2 is only going to be 12 episodes. So they really can't afford to spare that kind of time. There's a LOT of story to tell between chapters 34 and 50 of the manga, which I think is roughly what the season will be covering.

The first season was a mess at times especially during the Rock thing.
They ran out of time to get the episodes finished so we had scenes that were partly untextured (the purple titan foot being the most glaring) and entire scenes that weren't ready so they just slowed down the scenes on either side to fill in the gap (webm related)

Those were literally in the fucking manga. That wasn't just poor budget or whatever. That was just straight-up the author's fault.

Fortunately, I don't think he's done that since then (other than for a few fight scenes, which will, of a necessity, go much faster when animated). The manga since then has been very well paced in my opinion, and constantly has a feel of ever escalating tension and complexity.

The one I posted was the most glaring, but even as I watch the episode you hear people talking when they aren't on screen, audio not matching the action and slowdown that may/may not be for the cool factor,

It's probably a bit of both. Lots of this stuff was fixed in the Blurays, but most people didn't really seem to notice or care when it was airing. I attribute this to people not wanting to criticise "non-moe" anime.
