I dont know, I assumed it had to do with the reload maybe making it really hard to counter other soldiers who try to get the first hit, like how roamers tend to, and scouts. Also if its spread is calculated you'd think people WOULD use the beggers then since, by the logic of it not being random spread but predictable and calculated spread, you could predict where its going to go. THis in turn allows you to just move your view a slight amount to compensate.
