Really I think the issue is that a lot of heists just aren't designed to be stealthed. You can't disable alarms in a lot of them, so breaking windows is always an instant fail, for example. I think the biggest offender is Firestarter, though. There's not really an excuse for having days 2 and 3 be easily stealthable and have day 1 be a fucking shitstorm or incredibly boring. Why not just let us get into the hangars from a back entrance?

Stealth will never reach a balanced state. The easiest way to make stealth tense or preferable is to make guards very strong.
PAYDAY can't have this happen, because cops cant be stronger than the player

With that said, to make stealth a bit more predictable and enjoyable, allow you to bait guards to specific locations, or at least force them to cycle to a new waypoint. Also fixing pathing issues would be nice
