With 3.55 OFW, you can install CFW with one click.
If your console has a newer firmware but used to have 3.55, you can use a hardware downgrader.
If it never had 3.55, you can't do shit.
You can use MinVerChk to check.
It's safe to install, biggest risk is a PSN ban. Take precautions like PSNpatch and you should be cool.

To what? A previous OFW? They've never had 3.55, and since all CFWs are signed as a legit 3.55, a half of slims and all super slim are physically incompatible with CFWs. You can 'hack' them using ODEs (which were much less convenient than CFW last time I checked), but you can't downgrade them to install CFW (although you can flash an OFW dumped from that very console onto itself, which isn't terribly useful).

For the record, if you buy anything from the eShop or download a F2P game (excluding updates), it will write itself to your ticket.db. Every time now that your enter the eShop, it will check whether you own the stuff you've installed as a CIA or through CIAngel/freEshop, etc. and remove it since your ticket.db says otherwise.

In this case, you can restore your ticket.db from a previous backup (you did one before....r-right?) and continue pirating as usual.

Bottom line: NEVER buy ANYTHING from the eShop or download ANYTHING THAT IS FREE, EVEN THEMES (excluding updates) or you will have to install DLC cias every time. ALSO, I'm not sure about this one, but don't go to the DLC menus inside games like Smash or Fire Emblem, since they also write to your ticket.db

No, eboots are only decrypted when they are executed by the system. You can't gain access to a decrypted eboot unless you dump RAM while the game is running or you reverse engineer the decryption algorithm (we should already have access to keys)

Thing is I forgot to back up some of those games mainly the Japanese version of Y celceta, Disgaea 4, and a few other games that I purchased digital vita and psp both of which can't be pirated right now. There's not much to discuss about it either; PS3 still has it's scene but the doors have already been blown off. Of course you're hearing more about 3DS because that was a fairly recent event, and the Vita is about to have its moment in the sun as well.
