Ah, that's pretty easy. In terms of a Sonic level, there are 3 elements that make a level good. Speed, platforming, and exploration. Exploration you can add by putting in multiple pathways like in the classic games and Sonic Generations. Speed you can add though loops and hills, or if you want to taking about 3D games boost and/or spindash (or boost pads, but I suggest you use them sparingly). Platforming is tricky, generally in order to incorporate platforming you want to slow down the player first. However, you never want to completely stop the player, or else you'll create another Marble Zone. In order to slow down the player, you can incorporate various tricks such as: launching the player into the air, teleporting the player, having the player drop down, etc. Just make sure he is always in motion in some form, even if the player is not really moving him. Those are all the elements of a good Sonic level in my opinion. If you just execute those elements correctly (and have a good camera, good controls, and good music) then you have a good stage on your hands.

Come on now. Sonic is and will always be about being "cool". What cool is changes over time, but constant detachment and treating everything that's going on as silly is not cool. I'm not asking for a Shakespearian story here, but at least have some steaks and tension here and there. Even Sonic 3 and Sonic CD had tension in them, with the Death Egg and Bad Futures being a horrifying threat that was constantly in your face. Now don't get me wrong, the royal family idea was dumb, the musical numbers were goofy and the animation was terrible. But when you look beyond that, you had Sonic and his gang on a world-spanning adventure where they ran into a wide variety of locations and enemies, the tone mixed drama, action and humor pretty well, and both Robotnik and his empire were a serious threat without going too into edgy grimderp. If it wasn't for the executive mandates, it'd honestly be the best of the three 90s cartoons (not like that's saying much, but still).
