Secondly, I've no idea why you're lumping ban evading and samefagging together.
If a guy wants to samefag, he's either going to use the same IP - IDs will show what he's doing - or a different IP - IDs will show a new "person" joining the discussion just the same as the IP counter we already have, and one of: his old ID will become lost, we will have the same IDs interacting or copying each other, or one known ID getting replies from a new "person" every time.
As for ban evading, once a guy's banned his ID is gone. He's not going to post in the same thread with the same ID unless his ban expires.
Thirdly, you can filter and ignore IDs. Not so with anonymous posters. This is the key point.

I think both your opinions are a little on the extremest side. Shouldn't a board first be fun for the people who understand and respect the topic the board is made for? That would mean enforcement and leniency where it best suits healthy discussion on that board? I mean, think about /v/.
