I'm sure it would eventually seep through after being pelted by hurricane force winds for an hour but I've never been wet from my commute besides what gets through my helmet.

I hit about 80km/h at some points but most of it is riding through the city for about 30 minutes.

Really the only way to be 100% waterproof is through unbreathable plastic. Get a rubber jacket and pants if you're really concerned about it but you might be a bit damp just from sweat.

Just got my motorcycle license recently.

Went to the shop to look at and sit on the SV650, Z650 and FZ-07. Between the three I could not decide which one I wanted.

Went home and compared insurance rates between the three.

Like I said I'm probably just not that good at riding yet. I do the thing where you balance one foot on the asphalt and one on the peg but I've fucked it up and dropped it on some downward slopes (puncturing my crank case on the gear shifter). A performance dirt bike shouldn't make maintenance an issue if you're only riding three times per year. Depending on the length of your rides, you might need to change the oil before or after each one, but that's super quick and totally worth the better off road performance in my opinion. The engines should last you many years at that rate.
I would also say a 250 four stroke will probably be your best bet considering you're new to dirt bikes. The power of 450s can make them a bit of a handful and will probably even slow you down.

A KLR250 isn't a great bike. If you get a more modern 250f dirt bike you will have plenty of power, About the same as a stock DRZ400.
I think an XR400 would make a great starter bike though. It's probably the best choice in your situation, if they are cheap in your area.

I'm a second-year rider on an R3, started out on a Ninja 250. For any anons unfamiliar with the inside-baseball, the Ninja 250 is ranked somewhere in the 3-5 range of best bike, while the R3 and GS500 duke it out over the 1 and 2 slots.

I was always impressed by the performance of the Ninja 250, but it just isn't in the same league as my R3. The drop-off in engine performance when you leave the 250cc class is pretty steep, and it must be even steeper when you look at sub-250cc bikes. I mean this in the least arrogant way possible.

The consensus on /dbt/ is that most of the value-added comes from the liquid-cooled 4-stroke 8-valve DOHC180-degree crank inline-twin. I can't speak to the quality of other bikes, but the dominance of the R3 self-perpetuates pretty easily. Knowing that I'm riding the best performing bike for its class is a comforting thought.

No. I wanted to get one of the parks plates like pic related because I thought it would be funny on my liter peter that gets awful fuel economy and the proceeds go towards the parks here but they don't make them for motorcycles.

If you buy a CBX then you should seriously consider Pipemaster six-into-six pipes for it, have a look on YouTube to see/hear them.
Pic related is my CB1100 with the four-into-fours, not cheap at $2200AUD but I love them.
