Here if you have indicated, and started to change lanes and it is clear beside and a reasonable distance from the next car and the speed difference is essentially negligable you are in the right because you are in front and get right of way, in other words if you are half way across or commencing the lane movement the person behind has to give way they can't just speed up and block or pass you if you moved across with all the right precautions, it means essentially if you begin to change lanes and they are reasonably far back you technically occupy both lanes but it will rely on enough warning with the early indicator and space you are moving in to and the speed of each car of course if they were above the speed limit you could even be excused for moving across because the space you moved into is smaller than a reasonable person would expect because they legally will assume that car is moving at the speed limit. This is just the law here so your laws might be different.
