This to be honest, my bike has a large compartment under the seat for storing things and it is not really an inconvenience to get to it at all considering the lock that takes the seat off is also the lock used to fasten your helmet to the bike.

Dirt bikes naturally get scratched up. With bare plastics it doesn't look too bad because the plastic is one color all the way through so no gashes make gaps in color. If you put on stickers they will show big gashes as they get scratched up and show the color underneath.

Grafix made for dirt bikes are made of a thick plasticy material so it doesn't get scratched up as easily and they can get by a little better.

Also any paint on dirt bike plastics universally looks like shit.

So since my dad lets me keep my bike in his garage because I dont have one. He now has the itch and is looking at some bikes, he wants upright seating in the 650-750 range. We will probabily mostly do back road riding and not much highway cruising. There is a ton of Yamaha v-star's and a few Honda shadows on craigslist. What should I recommend to him. he used to have a Kawasaki 500 a long time ago. I ride a sport bike so I don't know shit about cruisers.

Uncle Sam doesn't come in to play, it is your state of residence that is the issue. It do-able in most states, though the registration process can be a bit off. In some you can get away with doing a 'non-plated vehicle registration'. Others require a kit registration. The cost can vary significantly as well. Some states will require surety bonds be held against the vehicle if you are registering one without an existing title, but they aren't that bad.

You can import whatever you want. No need to disassemble. The problem comes when you go to register it. It can be done with older vehicles (20+ years) though there are hoops and red tape. If you could buy a compatible frame here you can just bolt whatever the hell you want to it and register it under the VIN for that frame.
