The song is literally, LITERALLY about two separate lovers, a Japanese man (who narrates the song) and an American woman. The Japanese man writes long romantic notes ("When was the night so long/Long, like the notes I'm sending") to his lover, who is in a hotel in America ("She sleeps in a chair in her sad America") waiting for the day she gets to see the narrator, sleeping in a chair by a window pane and looking sadly at the night sky.
