It's just incredibly dull. Not offensively bad or terribly interesting, but it's not all that faithful to the source material, the plot makes little sense, and all the characters are, for lack of a better word, knuckleheads. Even the mobile suit action is dulled down. It feels like a rough draft.
I can't imagine it'd be much more fun to watch while drunk, but if you wanna try, go right ahead.
