지금이야 그 석호가 세계 최고수준의 관광지로 황금알을 낳는 거위지만, 당시 석호엔 아무것도 없었다. 오히려 지반이 불안정하여 생활환경이 구렸고 눈앞의 바다는 수시로 자연의 갑질을 해댔으며, 모기가 판을 쳐댔다. 그랬기 때문에 본토의 상황이 한결 괜찮아질때마다 석호로 이주해 온 일부 주민들중 일부가 다시 되돌아가곤했다. 그러나 인간이 100여년 이상 이곳에서 거주하게 되면서 이 석호는 점점 도시의 형상을 갖추게 된다. 이미 이 석호의 집단거류지는 서로마 제국 멸망이후 이탈리아 지방에 정착한 야만족인 동고트족이나 롬바르드족들에게도 알려져 있었다. 베네치아 주변지역은 천혜의 어장으로 어족자원이 풍부했으며, 완만한 조류 덕택에 염전산업에도 호조건을 갖추고 있었다. 앞바다에서 잡힌 물고기는 농장이 없는 베네치아인들의 식량이 되었고, 당시 귀중한 자원이었던 소금은 베네치아의 첫번째 수출품이 된다. 소금을 수출하면서 베네치아는 조금씩 성장해나가기 시작했다.

비잔틴 제국이 이탈리아에 무단침입한 야만족들을 때려잡고 그 세력을 확립하자 로마인의 후예인 베네치아 또한 자연스레 비잔틴의 세력권에 편입되어 이탈리아 본토의 라벤나에 위치해 있는 비잔틴 총독부의 관할하에 들어가게 되었다. 그러나 도시 고유의 자치권은 인정받았고 베네치아 또한 비잔틴의 응딩이 아래에서 안정성을 확보하게 된다. 그러나 동쪽주인니뮤들이 성상파괴운동이라는 뻘짓을 벌이게되자 이탈리아 반도에서 반비잔틴 감정이 들끓게된다. 이는 베네치아도 예외가 아니었고 이와 같은 상황은 당연히 비잔틴의 지배를 부정하는 테크트리로 이어지게 된다. 석호의 여러 지도자들은 에라클레아에 모여서 연합총회를 열었고 여기서 파올루치오를 초대 총독으로 선출하여 비잔틴으로부터의 독립을 선언했다고 카더라...지만 파올루치오가 아니라 다른 놈이 최초의 총독이라는 주장도 존재한다.

Compared to 0.7 million people needing humanitarian assistance earlier this year, the dramatic rise is due to the ongoing conflict, which has brought about restricted movement for both people and goods, suspension of social payments and pensions, and unsafe returns to non-government controlled areas. Meanwhile, ongoing hostilities have wrought extensive damage to infrastructure, leaving 3.7 million people in need of water and sanitation support.
