I'm on the left and sometimes think our left is retarded, you can't for instance force book stores to reserve big compartments to promote local writers nobody wants to read anyways, and thereby force a sort of preservation of culture / writership / local small jobs. Or other shit.

IMO it's a question of having a sort of balance without most citizens and politicians trying to sit in the middle. It's better if strong parties exist for both right and left, and people actually are more on one or the other side, but change positions occasionally when arguments convince sufficiently.

Please take care to even read the article you linked. What they are asking for is the intent, to see who still needs it and change the model to a volume licensing which will be cheaper than current given how, as the article itself points out, many organs have been using it.

The government is obviously trying to get leverage in three ways, first the organs who do not plan ahead or with weak excuses will be given a flat no as an answer, second it will make international negotiations easier as it will show the government is playing within current terms of international law, and third volume licensing is cheaper than unit licensing. As much as it might have looked like they were not purchasing from Microsoft itself, computer tend to come with windows installed and I am sure that is how the previous policy has been sidestepped.
