I primarily use use my old tablet for reading and webbrowsing (iPad 1; don't judge). Now I have grown sick of it as it is slow af, and browsing heavy sites often leads to web-application crashes.

Yeah I was looking at that one, excellent to hear that it performs well albeit a bit noisy. Noise isn't really an issue since it'll be placed on top of or behind a loud arcade machine. Sound isn't an issue either as the audio will be piped through other speakers and such. I took mine apart (I am in the process of changing fans), it's not well made.
It's a mess and there are cable everywhere, twisted in every direction so they put silicon joint (!!!???) on connectors also the main pcb is only held by one screw.

Nothing blatantly unsafe, power pcb and cables look good. There is a fuse.

I know fuck-all about computer fans.... but, my Asus mobo has 3 pin connector for a chassis fan. I also have a 3 pin fan attached to it. For the life of me, I cannot slow it down with software or BIOS settings. I've been told that 3pin fans cannot be controlled by PWM.

you can't control the speed of 3 pin fans, one pin is VCC (+) one is GND (-) and one is the sense pin (the pin where you can read out the speed the fan is currently running at)
You need 4 pin fans to control that (they have an additional pin for pwm), I though this was standard on mainboards for a while, I have a cheap Gigabyte mainboard from 2012 and it has 4 pin connectors for the CPU fan as well as for 2 case fans.

I changed my 120mm fan, which wasn't even running fast for a new be quiet! fan, it's a difference like night and day, I didn't expect, that his relatively huge and therefore slow running fan was the loudest one in the whole PC

You could just PWM VCC of a 3 pin fan (would need the mosfet inside the mainboard instead of the fan), but I guess this isn't done by any mainboard

You may find a varistor in the power supply of your PC, but I don't think they are helpful in fan controllers. (You know what a varistor does?)
It's probably just some voltage control, a small switched dc-dc supply or a linear supply if it's cheaper.
