Bibliotik generally has higher standards for stuff, sloppy conversions or OCR jobs generally aren't accepted unless as an absolute last resort (even then not 100% sure if they're allowed) community seems more motivated to upload good content. As far as recruiting, I got in from PTP a while back but I'm not sure if they still recruit there, or even if they are recruiting at the moment. They generally do require that you have access to an overdrive library (since keeping a ratio is very hard if you're not capable of uploading new content and collecting bounties) but they never actually did anything to verify I didn't lie (though I didn't) when I applied so I guess you can lie if you want.

MAM does, and has a pretty large rotating freeleech pool as well as a very generous bonus system. It's honestly one of the easiest private trackers I'm in, barring ratioless or effectively ratioless trackers like BTN or blackcats. Bib doesn't and is actually relatively challenging to get upload in, but on the bright side you don't actually need to worry about it for a long time as long as you're careful, since the 2GB freebie upload can go a very long way if you're just downloading ebooks.

Whenever I see someone like that banned, I just assume they got way too involved with the 'community'. Could be posting a lot in the forums/IRC, either way you're bound to piss someone off eventually.
