I'm not sure I agree. I think Tokyo Ghost is probably my least favourite thing of his that I've read. There are some pretty low low points in this series, but I think the action and pacing of the Apocalypse Twins arc is phenomenal.

From what I've heard, Remender had planned for it to be an arc, but editorial decided it should be an event.
Not sure how Remender took it, but he clearly was planning for it, as he starts to adjust things in UA to match the "Time Runs Out" story Hickman was writing, clearly with the intention of having SIXIS tie in with that somewhat.
But then, Bendis decides to have his own event comic the same year, before SIXIS, pushing his story back and knocking the wind out of it's sales. He may have even stole some of Remenders ideas, as "Thor becomes unworthy" fit's a lot more in SIXIS than it does in Original Sin, though admiringly this is just speculation.

The only thing I recall Remender saying about AXIS is pointing out that none of the big books were tying in with it (all the tie-ins were marginal books, writers like Bendis and Aaron kept out of it... I don't even think Remender's Captain America tied in).
I don't know how late in the process it became an event, but it was clearly a stopgap because Marvel just couldn't go even a few months without an event of some kind. So they threw multiple artists onto the book to get it out on a compressed schedule.
Remender called it a "summer blockbuster" and he clearly decided to have some stupid fun with it by throwing in the silliest ideas possible (Hulk becomes "Kluh"). But it left UA without any real ending, especially because volume 2 was really just a limited series about Quicksilver and Scarlet Witch getting retconned.

As for the retconning of Wanda and Pietro, that was an editorial mandate according to Remender. Vol. 2 would have likely explored more stuff than just their new origin, but he ended up leaving Marvel right after the first arc, so we'll never know what would have come of it.

One of the problems with the cast he wound up with is that the "Avengers" side of the cast is stronger than the "X-Men" side of the cast.
Most of the characters are Avengers mainstays, including Wolverine at that point, and the X-Men side is basically represented by Havok and Rogue.
If he could have got even one other X-Men regular like Psylocke it would have felt more like the mashup it was supposed to be.

(B)- to bring the X-Men more into the Marvel U as a whole and show a worldview that's more than just Avengers dealing with Avenger problems, X-Men dealing with X-Men problems, Inhumans... etc, etc.
