It's common knowledge that, throughout the years, Superman's been given a multitude of one-note villains who sometimes stood the test of time (or not), like Synapse, Cyborg-Superman, Barrage, Atomic Skull, Riot, Saviour, Hordr_Root, Blanque, and others.
Should any of these goons qualify as classic Superman villains? What would need to be changed about them to make them rate, next to the likes of Lex Luthor and Brainiac and the like?
I hope Phantom King sticks around. He's not really new but still.
Cyborg Superman and Atomic Skull don't really belong on that list.
Though Atomic Skull has become a punching bag at best and a joke villain at worst, Catman once was the same thing. Guys like him are just waiting to be plucked back out of obscurity.
Anyway, I think these kinds of villains all deserve another look. Pretty much what separates them from B-list villains is simply that nobody used them again.
If you look at Seeley's Nightwing, he went back to Dixon's run to bring back stuff that had just been left there that nobody ever touched after Dixon. And in New Super-Man, Yang has gone back through decades to find forgotten or one-note Chinese characters to re-use.
I think both of them share my belief that it's always better to repurpose an old character than to create yet another new one that will end up in the same pile.

This. Henshaw comes back a lot and he's tied to one of Superman's most remembered stories. I think I would put him in the top 10 Superman villains.
Atomic Skull just has an awesome design and name and even though he's a joke he'll never be completely forgotten. I even like the look of the new one. It's hard to fuck up a glowing skull.

Can we talk about Jean?
So, you can argue she was really never a main character. Xavier, Wolverine or Cyclops would be the main 3. Jean was always a side character and love interest. Granted she got a famous story arc in the 80's and in the 90's she (or her clone since it's been retconed so many times) married Scott then she died. She was gone for 15 years or so, and the only person who remembered her was Scott.
So, I ask how the fuck is she the "main" X-Man now? She hasn't done anything AND there are much better options who have more stories tied to them.

The real deal Jean came back (in canon) not entirely herself, and was forevermore defined by her traumatic Phoenix experience.
Even her relationship with Cyclops was never the same after the Phoenix.
So it can honestly be said that there's never been a fully fledged Jean character before.
