I roll for birthdate. I've actually ended up with some weirdly appropriate birthdays for my characters. But fuck me are those Cosmic traits awful, by and large.
I need suggestions on executing this scenario properly (in regard of roleplay):
A doctor's wife was cursed into becoming a dragon, people think it is because she pissed off a witch.
However, said doctor still cares for her and wants her best, but eventually he is forced to arrange more food than he can buy, because the adventuring party hurt his wife while she was hunting. The trails of stolen cattle lead to her cave, where her husband is also found.

I think we have different definitions of the word 'curse'. Dragons get incredible strength, extremely long lives, the power of flight, and potent magical abilities that can often include the ability to take human form.
There's pretty much no downside if you're not a dick. You could even offer to become the patron protector of the local kingdom. They get a dragon on their side whenever shit hits the fan and whatever magical gifts you deign to give them, and you get a lair that's 60% less likely to get pillaged by murderhobos and a monthly tribute in the form of livestock to feast on.There are literally no downsides to being turned into a dragon.

I would lock each of my players in electric chairs and have them roll to kill the same enemy thousands of times in a row while asking them what they think it means to be human.

Download the OST for starters.
After doing so, create a campaign with a ton of moral ambiguity. Everyone is a bit off, a bit evil, and even the most innocent thing should have something sinister about it.
Establish that not everyone is right, but really no one is good. The player's cutting swathes through enemies should be something reflected upon, and looked at by allies as unnerving if they are overly celebratory.
Toy with implementing a creative sanity/bloodlust system.
Kick up the weird factor. Enemies, magic, the legacy of weapons, even allies and character motivations. This is a world of the bizarre, dreamlike, and uncomfortable. Taboos should be expected, and explored.
Swerve the ending.

Knals are the elves of the north, bearing striking similarities to humans. They are built well in contrast to the often slim elves, and can grow facial hair. Their ears are 10-15 inches long, and point to the sides instead of upwards. Their hair is golden, and is considered valuable. However, since the Knals never lose hair, their gold manes are voluminous, giving them a rather threatening appearance. Very rarely does a Knal cut their hair, mainly because scissors barely do anything. They die without a single haircut, as it is tradition. Their hair can be used to make strong bows that can pierce steel or lutes that play beautiful melodies, but such recycling is blasphemous to the Knals. After a Knal dies, they get buried with strands of hair, one for each winter they witnessed. Since Elves in general live for even thousands of years, they tend to be buried with a good fistful of long gold strands. The rest of the hair is preserved by either the shaman or the family of the deceased Knal, and should never be sold. So it is clear that Knals greatly value their hairs, but they love decorating their ridiculously long ears that point to the side. Tattooing them, cutting them into patterns, shielding the top part with steel, rings, they view their ears quite desireable as well. Knals are vikings, so it is to be expected that they raid villages, sink ships and rob nobles. While they do seem primitive and tribal, they are organised and all bow under their leader.

So my guess is that the Knals grow hair much slower than other Elves? If their hair grew as fast as that of a normal elf, human or orc, wouldn't it be far too long by the time they reach adulthood?

Yes, they grow hair much slower. It grows semi-fast when they're still kids, but after puberty it starts slowing down.

I don't have the art I got made of him on hand, but the last character I played that I really enjoyed was a Half-Genasi Sorcerer (eseentially half Efrit), son of a Duke's wife, and was passe over by his actually legitimate right to the throne younger brother, and in his anger, left the place and set off for the setting to rise up from the (imagined) disgrace and taking the region as a kingdom of his own to prove he could make it without the family duchy.
