This holds true for as long as the environment remains the same.

There isn't much demand from Europe to immigrate to the US anymore. You could throw open the doors, but you wouldn't get many more arrivals than the ones who are already applying, usually for specific reasons like work or marriage.

It's kind of like Japan - the US never curbed the number of Japanese allowed to immigrate to the US, but as Japan developed after WWII, the appeal of the US dropped a lot, and the Japanese simply stopped applying.
