Looking over the sexpack list, the EX lineup is honestly pretty ass. Only Mew and Zapdos are worth it, everything else seems pretty irrelevant especially considering how Grass seems like a much better answer to Deoxys/Reuniclus than things like Metagross.

My gut tells me to just gamble on quadpacks, since I can open 12 of them. But experience says I'm just going to pull ten more Whimsicotts and nothing else. I got a Crobat out of the Rainbow booster I had going, which is nice.

Not really.
All that's different is that certain decks can stop DeoReu from respinning, but even without the spinning DeoReu were still insanely strong figures so not much is different.
Meanwhile all the new figures are gimmicks and memes, and while they're certainly usable, they have nowhere near the same impact as other huge EXs like Lugia, Birds, and then Deoxys had when they originally came out.

All of the figures introduced were made to specifically counter Reuniclus and Deoxys. Look at Verizon and Phantump in particular.

I think it's great the game is adding counters. On the other hand, once the meta shifts away and power creep continues, these Deoxys counters will be absolutely useless. Think about a few months from now. Oh, a plate that stops respins. Big fucking deal. No one cares about that anymore. Verizon has a move that kills anything with an attack that's 120+. What the fuck? Skorupi confuses Psychic types that battle it. Why stop at Psychic? Why not Dark and Flying or something too?

Remember when Mew's blue attack put it back on the bench and Hyper Sonic was literally just a 30 power gold move? Well back a year ago, gold attacks were extremely rare and always weak. Mew's blue move kept it from being overpowered if you can believe it. The old Mew looks absolutely ridiculous today, doesn't it? We're going to view Tropical Energy, Virizion, and the other new figures the same way in a few months.
I'm glad that the meta is changing. I'm happy we have more counters than just "get lucky with Mew" and Dark Energy. On the other hand I think these figure with be worthless in a few months, just like the old EXs like Empoleon, old!Mew, Mewtwo, Lugia, etc.

Phantump and Virizion are going to be cancer during the gym. They are going to be this gyms birbs/Shuppets. Virizion can be stopped by flying Pokemon, but has a 101 attack and a good purple. Phantump is weak, but over half it's wheel is purple/blue and has no miss at level 5.

From personal experience, Grovyle->Sceptile is really good
From watching featured duels, Virizion seems pretty high risk/high reward and I haven't seen enough Trevenant to really comment on it, but its purple looks pretty good.
