I think it would make a lot of sense if Anaconduke had access to Drain Punch, since Grass types are known for using draining moves and since it’s theme is based around punching and it recieves most of the other "Punch" moves. It also already has access to two draining moves and one draining attack but the attack isn't very useable because it’s on the special side and it’s Sp. A is a very weak Base 20.

And save states aren't really necessary. If you aren't used to save stating, you won't act so recklessly, therefore you won't need the feature as much. Only situation where I resorted to save stating was emerald playthrough with Blaziken, Ludicolo, Golbat, Aggron and Flygon.
