Vulpix can be caught in the patch of grass in Tapu Village. Use an Adrenaline Orb to set up an SOS battle and have a pokemon with False Swipe and preferrably a recovery move (or just bring a bunch of potions). Always KO the older pokemon, and then use False Swipe to reduce the single pokemon to low HP as they call more often and more successfully at low HP.

From there just keep chaining them until one shows up and makes it hail. It took me 28 Vulpixes to get there, so be patient.

A-Raichu learns Psychic whenever you evolve it, and Thunderbolt/Grass Knot are still TMs, though Thunderbolt is a bit far in. You can use Psychic for STAB and get Grass Knot before the grand trial of the second island but if you really want a half-decent Electric move before getting Thunderbolt you can wait until Pikachu learns Discharge (somewhere around low 30s).

I wondered this too, and upgraded to a New 3DS, just in case. Before I shipped off my old 2DS, I tested the game...there is a SLIGHT lag on the 2DS but it's seriously not that noticeable. Normal fishing spots: piles of rocks underwater.
Rare spots: same, but with bubbles/ripples above them.

Rare spots refresh after leaving the route I think, but you can also scare away whatever's down there if you sprint near it.
