Hyper Training does not actually increase IVs -- instead, it sets a flag in the game to calculate stats *as if* the mon in question had 31 in that IV. So Hyper Training a ditto does not make it into a breeding master, and it doesn't actually affect Hidden Power at all.

Also, bottlecaps, the resource needed to do Hyper Training, are ridiculously rare, so breeding for IVs is still pretty much the way to go.

Just re-did this battle and Poliwrath is so freakin fit for this battle. You can get a Poliwhirl in a trade for a Zubat in one of the nearby Poke Centers, raise it to LV27 for bubblebeam and evolve it.
