There's certain "tiers" of moves. For example, Quick Attack will always outspeed the opponent regardless of their speed unless they use a move of higher priority like ExtremeSpeed.

Prankster adds +1 priority to all non-damaging moves like Thunder Wave, Growl, Nasty Plot, etc.

Increases priority on status moves.

You know that Pokemon act faster depending on their speed. Priority is a separate kind of 'speed.' There are priority tiers and every turn the game works it's way down the list until it hits 'no priority' where is where it begins calculating speed to determine who moves when.

Using pursuit on a withdrawing Pokemon has the highest priority, it will always go first. Withdrawing a Pokemon then comes next. Generally moves like aqua jet, protect, or quick attack go next.

Then the game begins looking at the 'so you didn't pick a priority move, let's look at your speed' tier and calculates who does what in what order from there.

Prankster will boost a move from the 'no priority' level to priority +1 which is where some other moves reside.

Note if Pokemon use priority moves of the same tier together then it just figures out the order based on speed.

TLDR; Prankster gives you faster status attacks by disregarding the speed stat and knocking the move into, well, higher priority.
