Its pretty obvious that gamefreak was power creeping the pseudo legends and peaked at Garchomp.
Since then, they've been tuning them much tigher, and none of the Pseudo legends since has seen as much play and as much dominance as Garchomp.
This has culminated in Gen 7, with Kommo-o, just being shit overall, with very few if any good traits.
I'm just wondering, is there anything that GF can do to make the next pseudo-legends just as strong as garchomp without being overbreaing on the metagame?

Garchomp has serviceable bulk, a weird speed tier, god tier offensive typing which is also solid defensively, a movepool with literally everything it could want aside from DD and fucking retard tier attack. Oh it also has a god tier HA.
Goodra and Jojo dragon got literally none of that, their stat distros and movepools are just not really synergistic. Hydreigon was good in gen 5 but fell off severely when fairies were introduced. Let's show GF how to make some garchomp/tyranitar tier broken pseudos again:

CONCLUSION:
Primarina is tip top tier UU but has no real OU/BSS/BSD/VGC niche, especially without HA
Memeowl is low tier UU and only idiots use it in OU, saw brief use in VGC on a memeteam but was quickly cucked off the ladder.
Incineroar would be top tier VGC if it had HA but since it doesn't it's much weaker. Still usable as an anti-meta poke in BSS/BSD/VGC because it counters both Marowak-A and Celesteela which are literally everywhere in all of those formats.
