I think her abilities are more suited to attack. Manually hacking key heroes like rein can be good initiation for a push and EMP is probably the best ult for initiation there is. She goes well with dive too. Say a winston jumps into the backline all eyes are on him, meanwhile the cloaked sombra who was there the whole time can suddenly appear and help to quickly eliminate their supports.

Being rushed makes it likely it's an outfit he has already. In the Halloween comic, they drew out concept art for all the outfits. If they were going to give S76 a new outfit they would draw out a concept for it. Jack has a pocket and a knife on either side of the vest where the triangles are. If you're being rushed and making an image that small, the artist likely didn't bother to add the detail in. He got a "sense" for the outfit because it was easier than making it detailed. Everything else matches.

And you're focusing too much hair really. I mean, I know it came later but Jack has his hair styled differently when he was younger. You can see her hairline. So I think the artist just did the best they could.
