gallows is exploitable as fuck for any persona in the game. The lower level they start out with the easier it is to get to 99 in stats that you want, and hanging rare shadows lets you go through the process even faster. Basically, yeah. It's extremely tedious and I've only done it twice, once for Shiki Ouji to get as high Luck as possible (for Confusion money grinding) and for Yoshitsune. I've had tons of times where I get sick of rerolling and completely miss the fact that I could have gotten a perfect Strength level up. With Yoshitsune that happened at least a dozen times, sometimes five times before a level and I got too impatient. You'll be hitting O and X a fuck ton, going back and forth to see and check if you'll get the level up you want. But with enough tenacity, it pays off.

Call of Chaos doesn't make them cast Desperation, it just gives them access to it. IIRC, the boss version of Cerberus also has higher stats than his regular counterpart, so access to that status move doesn't seem to be the only difference.

There's definitely a connection in that berserking things seems to give them access to Desperation, but I'm pretty sure they're not the same thing (and they specifically have different animations, too).
