Dragoon only wants to fight X and Zero, nothing more. Sigma tells him the best way is to defeat all Mavericks and face him directly, where he will "grant Dragoon more power" to fight X and Zero.

Dragoon plays like a large brawler (Zero but closer range) and instead of learning Techniques, they are Street Fighter moves that can be long range (like Hadoken) and short range (like Shoryuken). It's not technically free, but I managed to get my hands on SAI, X number of years back, and it worked out very nicely - very fast, responsive, doesn't seem too taxing on my computer either. I used to sketch, ink, and then scan stuff in, but it's been faster to just work digitally lately.

I've got an older version of Photoshop that works well for me. Friend got me Clip Studio Paint too, which goes on sale sometimes, but I've yet to try it out.
