Slightly better than non-DC Refia if only for the fact that she has autorefresh and can buff defenses while still healing.
But the fact that she only has raise means she always needs to dualcast it with curaja, and it ends up effectively the same as a singlecast arise. Her dual curaja is better if you don't have DC too though, so it's worth slotting her until you do.

Chizuru is always better than leon, if you mean TM.
Chizuru is not worth using in a team unless you have two of them (or a friend) though. Odds are good you're too new to have Chirijiriden, so you'd need to use shitty kazekiri. Finding friends would be hard.

It's actually slightly worse in some cases, better in others.
Raise on a cecil with 8k HP followed by curaja might not be more effective than arise on that same cecil. And good luck getting him all the way back to 8k HP without arise.
It's situational, especially against ST damage.

Her only real benefit over a dualcast refia is that she doesn't need to stop healing to recast her defensive buffs. She can dualcast curaja alongside protectga/shellga to keep the party going without any really hard choices.
Another thing in her favor is the innate 50% camouflage. With just one montana TM she's immune to ST attacks entirely.

There are cases where you'd want to bring her even if you have DC Refia.

The only thing she has going for her is innate Dualcast, and anyone who is even remotely serious about FFBE already has a Dualcast materia (and most likely two). With Dualcast Refia is much, MUCH better than Y'shtola.

Okay, so it looks like you can 1hko with unit gilgamesh pretty easily, you actually have a perfect team for it (once minfilia comes out, at least).

What you need to do is use Napalm Grenade turn 1 to give -50% fire imperil.
Then use Call to Attack with Minfilia to boost gilg's attack by 100%.
Then chain with edgars using flametongues into divider, making sure both of his hits land after the 10chain mark.

Shows that you could OHKO gilg with a 605 ATK gilgamesh wielding Chirijirden and maneater materia with diabolos WITHOUT even bringing a friend unit. With a friend unit it's even better.

I don't really care about Refia, as I'm holding out for 6* Tililth, but having zero Chizuru right now is my main concern. More Gilgamesh and a Noctis would be nice, but 5* bases.

You can't chain well with chizuru anyway, phantom shadow doesn't have enough hits to cap it and Chizuru herself is frail as all fuck.
You're better off using edgars in most cases, they can both take about as much abuse and the latter actually caps chains.

It's only a 35-40% boost to ATK for a specific subset of characters. That's 50-60 ATK, or only about a 10% to 15% increase in damage. It's barely noticeable, definitely worth grinding but not worth freaking out over if you lack it.

In JP, it's very important because you can have more than one. Here it's just a nice boost, you don't outright need it to deal damage.

I don't think that Rinoa has the popularity to reach 5* base status. Yuna from X has a better chance to do so. I do think that Rinoa/Quistis will make the 4*-6* base cut. Zell/Selphie/Irvine will likely be stuck at the base 3* status likely because they aren't popular enough. Rinoa is going to be a damn good mage though and its very likely she will powercreep Victoria with W Black/MP Refresh/Meteor in her kit.

Eiko from IX will be more likely the base 4*-6* healer since she's popular.
