It's a meme, no defensive deck will ever run a clear that bricks if the enemy has 3+ def followers. There's only so much redundancy in AoE the deck needs, Lion already does this well enough.

It's a storm card, and even then it doesn't allow you to burst with small eagles, because it kills them off. The card is very balanced, but people will still blow it out of proportion.

That's the point though. Vengeance is straight copied from MTG and it sucked there too. But the problem is either way it's going to be unsatisfying. If it's too weak it's pointless, if it's too strong it makes it too hard to play around vengeance effects since it triggers just from playing the game normally. If every card was as tedious to play around as revelation blood would be more powerful but it would also just be a pain in the ass.
