Because the other shuttles require access and fit fewer people, and the vox outpost is well-suited for birds, and has some comfy places to relax.
It's a good way to escape the station if the shuttle isn't the round-ender for whatever reason. Ask people for 100 credits to ferry them across, and announce it repeatedly in response to a deathsquid or blob or malf AI which is about to blow the station.
