His ult charge is fine considering its limited usefulness. It can be blocked quite easily, only effects a cone, can miss, and is quite a short stun.
Compared to Zarya's ult for example which can only be DMd or reflected, has quite a large radius of effect, can't really miss, and holds enemies for quite a while

I often find even when I hit a stun it's hard to get to everyone who's down because of Rein's poor mobility. It's fine if your team is all there ready to go, but if you had to ult in an emergency, or anything is blocking your teams LoS to the enemy, at most you get a couple hammer swings, a fire strike, and a charge, which sounds like a lot, but if you got a 4 man stun you need to be hitting multiple targets with the hammer and fire strike which isn't always possible.

Could a character like DARK LUCIO be balanced?

All he needs to do is be hard to hit and he's successful. It'd almost be like an element of stealth. Being as close to the enemy as possible without being seen. Perhaps skating to a hard to reach/see spot.

Slowing his enemies would be a means to escape but would stop him from dealing damage. Really makes you think.

What would be the balance point? Lethal enough to deal damage without being useless. Opposite of Lucio? 25% less? Keep in mind he needs to be in the center of the enemy team to be most effective.

Why does it feel like I have to do everything every match to even have a chance at winning? I know medals don't show the whole picture but i'm always ending matches with at least 3 golds or more. I just had a game where we were defending last point on Route66, I got 24 kills without dying. The moment I was killed the entire team just collapses and they cap. It'd be nice if I was the one being carried for once.

I was also thinking a powerful enemy/character that is always visible thru walls might be cool. Roadhog is powerful but is often used to lurk around corners and chokes. Imagine a powerful tank that you were always hyper aware of. Creeping fear as he returns from spawn or as he waits past the next choke. You could plan a surprise attack but you'd need to be quick to execute.

I imagine something heat/fire based without much range. Maybe casts a fire shield that does damage if you walk thru it and could set you on fire with his primary. Could be an interesting alternative to Rein.
