You know, I might be wrong so correct me if needed, but the reason I doubt this game is set in the downfall timeline right after OoT is that in Alttp there's no mention about the events of BotW.
In Alttp, everyone will tell you the story about Ganondorf, price of thieves, and so on, basically OoT's plot. But there is no mention about the hypotetic events of BotW, isn't it?
Of course Nintendo couldn't predict BotW twenty years ago, but putting BotW between OoT and Alttp might create some problems.

PREPARE FOR MY NEWEST CRACK THEORY

Downfall is the 'actual' timeline. Child and Adult lines appeared due to OoT Zelda's meddling with the ocarina of time.

This turned the 'actual' line which we call downfall into a constant loser's bracket. It became pretty much the worst case and the kingdom, despite being carried hard by monsters like ALttP Link, gets wrecked again and again. It even had a golden era, during which the royal family had access to the completed Triforce. It helped nothing. The kindom turned to shit again (events of LoZ).

BotW Zelda, with the Triforce of Wisdom, figured out why. For all the 'good endings' Hylians received in the other lines, Hylians from downfall receive misfortune, even though everything went perfectly fine a minute ago. Why? Because, every time Ganon or Ganondorf dies in the other lines, he too ends up in the downfall line, just like we considered the whole downfall line stemming from the game over screen at the end battle of OoT.

In a desperate attempt to fix this, BotW Zelda gave order to gather the Triforce. She wished to fix this mess. Instead, she made it worse by turning the world into chaos, pulling in all 'lands', 'life' and 'reason' (= all creation) from the other lines into hers. It turned the kingdom into wild chaos. Her Link died. The Sheikah, suddenly equipped with knowledge and technology they thought to have lost long ago, try to fix this mess.

Wake up. Breath of the Wild.
