Technically he did have a plan, but his and Kaede's plans to trap the mastermind contradicted each other, and Rantaro ended up dead. However, Tsumugi's plan also failed because Kaede's iron ball (intended for her) just missed Rantaro's head completely (lol?) and she ended up having to kill Rantaro herself and frame Kaede.

The whole thing is kind of like a game show broadcasted to the world, based on the Danganronpa games we all know and love (or hate), which are fictional in this universe. Danganronpa fans sign up to have their minds erased and their personalities replaced, so they can literally become Danganronpa characters. Saihara was a boring bowlcut boy who wanted to be a cool detective that commits an interesting murder and gets executed in an unforgettable way, Kaede thought she would be good at the game because she was naturally distrustful, etc. Most of them got fucked over and given roles that aren't anything like the ones they asked for, Ouma just wanted to raise money for a good cause, and so on.

Kiibo is the video camera used to record and broadcast the game, his eyes are the cameras and his ahoge is the antenna. When Saihara (you, the player) refuses to keep playing Danganronpa, the audience takes control of Kiibo and tries to put things back on track. You stop them in a PTA.

There are no votes for anybody as the culprit, and Kiibo "executes" Danganronpa by destroying the academy and the dome. He sealed the entrance to the trial room so that his friends would be safe. Tsumugi and Monokuma are crushed by debris.

but ouma is in-universe literally just some bigshot's idea for "hey, what personality traits would make a good villain" inserted into the body of a (really cute) boy; it makes it hard to like him as much because his entire existence is artifice from the start. while you can suspend disbelief on one level and assume a fictional character is more than just the manifestation of some other guy that they are, you can't extend the same courtesy to a fictional character invented by a fictional character. well, maybe you can, but I certainly can't.
