It was probably something that was already pitched in the concept phase once they decided Genji and Hanzo were seperate characters and they linked Genji to Mercy with her being the one that saved his life. Ideas like that often get sprung in those early phases. And I can see the appeal too.

Mei doesnt need buffs because shes fine where she is, buffing her would bring on cancer just like Dva
Reaper doesnt need a rework because hes probably the most balanced hero in this game, High burst damage short range with a mobility and a escape. I guarantee after the roadhog nerfs go live reaper will be picked up in his place.
Everything else tho is fine, torb is useless and will always be useless and the meta is just gonna shift between Soldier or Mccree who ever gets the most recent buffs.
