The only real officer/commander interactions in most constructed sword decks (of varying types obviously) are:
Ruthless Assassin
Maid Leader/Avant Blader draw power
Fencer
Fervid Soldier

Outside of Ruthless Assassin (which I wouldn't hesitate to call the rarest of the bunch) none are very crucial in terms of strictly needing their respective rank to proc if you want to play it.
Banner also runs Conscription on occasion but Banner being what it is, it has no trouble getting that off.

So basically don't sweat it in constructed. If you're running the cards you should be running you'll be fine either way.

6pp 3/6 storm is a great finisher as you're looking at a good 5dmg to face, which is quite solid.
But in slower decks, that is fairly lackluster. You've got plenty of better options for going face and much, much better options for removal. It'd just be dead weight. For storms you've got better options like Alucard.
