Surely all they had to do for Sephuz's was make the haste buff a cast and put it on a 45 second cooldown. That would have solved the biggest complaint of it.
Same with the neck. Make it a targeted cast on a decent cooldown. Now the tanks are happy, the healers are happy and the dps can eat a dick anyway.

The worst part is they know they could do that and has answered that they won't because it's not their intended design.

For example sephuz. Their "philosophy" is that it's not designed to be effective at all times but has a bigger effect when you do activate it. They believe 25% boost for 20% of usable situations is equal to 5% boost all the time. Which would work if they didn't design legendaries that boosted you ~12% all the time but I guess that's why they're nerfing top legendaries to be closer to their original 5% ideal and moving the "excess" to the base spec via buffs.

Now if only those buffs would actually happen and done right.
