I can tell you how it is in EUW vs EUNE - the difference is noticeable only on high elo, above D5. The real difference is at D1+ only. Otherwise it's about P3 EUW = P2/P1 EUNE, and it diminishes further below plat, so not much.

Is anyone else still having issues with the new client? The Low Spec option in the setting helped around a bit and it doesn't lag anymore but it still solves nothing relating to champ select.
Everytime i try to edit my masteries there is a 3-4 second delay (This includes opening the page and clicking the buttons)and the screen also lags when someone bans a champion and if someone fails to ban a champion,sometimes the the client outright freezes for 20 seconds before throwing back into queue.

Don't. While, yes, this is often the case in low ELOs, the fact is that it's far better to pick someone snowbally like Kat, Darius, or really any midlane assassion. The reason for this is that if you run into someone on the enemy team who's trying to do what you are, but with a snowball champion, you're going to be utterly shafted as 90% of the time, they aren't going to allow the game to progress past the 30 minute mark.

in your example you give you said stormraider's could potentially proc in laning trades off 4th shots. if you're playing jhin you shouldn't be trading past a 4th shot anyway so the movespeed is kinda useless if you don't have any other kind of damage to follow with and you don't want to just continue walking at them while reloading. you don't really need to kite anything in lane either. proper spacing in lane means you don't need more movespeed to run away since you'll always be at a safe distance. by the time laning is over DFT's damage becomes relevant. if you're admitting to being bad at the game just learn positioning and spacing instead of trying to find a bandaid fix. practicing and learning will help in the long run rather than having a short term fix that restricts your damage.

I played against some Karthus the other day and it was a nightmare.

He lost the lane, died a few times, only focused on farming, built full damage + mag pen, he didn't even buy fucking boots, by the 35 minute mark, his ult was destroying 80% of my adc, midlane and toplane health's, as well as taking a massive chunk out of the jungler Amumu and support Braum.

He didn't suicide nor wait anyone be low on hp to press his ult, he pressed them right before teamfights so his team could easily destroy us, or during baron/dragon contests, forcing us to leave and let them take it.

Fucking Karthus man, not even building MMR will save your ass when he is farmed, and even if you buy enough mmr to sustain his ult good lucking dealing damage to his teammates. FUCK WHAT A NIGHTMARE
