You'll still have to use a Pendulum Summoned Lv3 like Timesword, and that's super not ideal.

So, is there going to be some fusion action in this structure deck or is that left to the Performapals? Enlightenment Paladin and Startime Magician show up all the time when I fight the deck but I hardly ever see based fusion unless it's a Vortex or Starving Venom play.

Rulers are better, and will remain better, no contest.
They might only be able to use 1 of their effects per turn, but they're fueled by Dragons AND attributes.
Kangz always need at least 1 matching attribute and can't even get off one of their effects without 2 matching attributes, and their floating is restricted to the Wyrm pool which outside of the Extra, isn't that good (except for themselves).

Every other summoning type has over 100 cards dedicated towards it while Ritual has just under 60 IIRC and never had a single pure meta relevant archetype aside from Nekroz.
They just wanted some more love like everything else got to be stand alone and independent instead of being Fusion's ugly sister nobody likes which they got with Aura and Asuka being ritual using characters which ended shafted again since Aura got written out and Asuka was nothing more a walking stick until Yuri got to her.
Their decks weren't even that great since Prediction Princesses are only good for Pot of Taboos memes and Cyber Angels are only good for Herald of Perfection turbo instead of a standalone deck.
