I leveled everyone to 99 (Even Goro) just for giggles on my second playthrough and well it's kind of a subjective thing.
Ryuji gets pretty strong physical attacks but Agneyastra(?) tends to miss quite a lot. Charge puts him stronger than Yusuke though and has a critical up passive.
Morgana was kinda stronger than Makoto imo when I used him in the final dungeon, Makoto is very balanced but doesn't really excell at anything. Her physical skill is really damn useless later on, it's good for random mooks but since I was overleveled it was meh to me.
Anne has very strong magical attacks but I honestly really never used her much. Her passive of "does more damage on rainy days" fucking sucks and it's stupidly useless but because of that you can stack 2 fire boosters on her.
Haru is pretty decent, though she doesn't excell at anything in particular she's still rather strong. Her psy skills are pretty strong, one shot kill is pretty fucking strong and if you get lucky and manage futaba to do the RNG charge (shit's fucking rare) she shits damage. Her gun also does a lot of damage but you can only use it like thrice total so it's not worth using much.
Goro was a fucking mess and as much as it pains me he ends up sucking if you get all of his skills. Randomizer(Debilitate) is okay but other than that the rest of his skillset is eh.
Never learns multi-target kouha/eiha, no boost for those either, he learns mahama/mamudo but no hama-boost/mudo-boost passives to be worth it, for samarecarm just use morgana or a revival bead, gigapress becomes outdated after everyone else gets their good skills.
tldr;
Ryuji=Morgana>Makoto=Haru>Anne>Yusuke
But again it's subjective in the end. Joker does mostly all damage so just use who you like

If you level her coop you get 1) can sometimes show you the full map of mementos floors 2) can make party members/you avoid lethal damage (even almighty) 3) she has a skill that makes it easy to take rare items from enemies, and it was kinda useless for me but might be useful for somebody else 4) can randomly take down all enemies making it that you can just AoA them from the get go and done
