Problem with Sombra is that she's designed to create advantage against a single target with Hack.

Problem is that even if she does successfully hack someone...it doesn't really guarantee anything against them. All she has after she hacks someone is her very weak 160 dps. Weaker than 76 before his pre-buff even!

You will still lose many straight up fights against people because of her low dps and unreliable hacking...she really needs a round of PTR buffs.

McCree didn't have range, Widow was even worse than now, Zenyatta had 150 HP, Ana didn't exist, Hanzo and Mei didn't have truck sized projectiles. There was only Soldier whose chip damage could be outhealed by Mercy. Strong Pharah is very oppressive. In most other games, rocket launcher is a power weapon with very limited ammo.

New buff isn't going to help. Her problem isn't when she hits the ground, it's that being in the air with nothing blocking LoS any hitscan hero can kill her before she reacts, in fact most projectile heroes can kill her too because their projectiles move faster and can typically get head shots.

What she really needs is a projectile speed increase, a very minor buff to splash damage radius (even just 1m), and a minor increase to splash damage (5 or 10 extra damage for a miss). Which incidentally would also stop her ult being useless because she might actually be able to kill something before she's shot down.

Hitscan will still be a counter to her but she might actually be able to deal some damage back rather than just having to pray you spot that enemy McCree and manage to land at least 2 hits before he spots you and knocks you out the air. Or the fucking Widow that can take multiple shots at you from across the map before your rocket even reaches her.
Because at the moment McCree, S-76, and Widow are all an instant death sentence to her without her even having a hope of surviving. Even Mei, Hanzo and Ana can make Pharah effectively useless if they can aim because a miss from Pharah can deal as little as 10 damage if they manage to move unpredictably and avoid the slow moving rockets, then all they have to do is get a head shot with their faster moving projectiles.

She's the opposite of Mei's original position, Mei wasn't picked because she ultimately didn't do much with her kit against good players...so they compensated by buffing the ult, the rest of her kit was unchanged and still lacks the majority of the time but the ult is really amazing and makes up for it

Her DPS is incredibly low, only really beating Pharah out for lowest DPS in their role but she's got AoE and no fall off while Genji still has burst combos and Dragonblade
