You can argue Big Boss and Snake AND Raiden all lose somewhat at the end of a lot of their games.

However, kids games, of course they win each time, it's a kids game that works as a one by one basis and therefore the hero has to win.
BUT throughout a good story the player will lose a bit, will lose some battle in the grand scheme of things. And then at the end, the player will eventually win.

The comic is an ongoing series. So to keep it fresh and not running into the ground with repetition, you gotta add some tension, variety, and give the bad guys a chance. That's like saying Gurren Lagann should just have been them beating the bad guys every episode with no consequences and taking it as a joke. Because it's a series to give the bad guys some credence as an actual fucking threat you got to let them win some of the time.

Originally, she wasn't going to exist. She and the Bits were created because Archie couldn't use who she originally wanted to use. That said, I do think Silver needed someone else in the future with him to interact with outside of the Professor, so getting rid of her entirely wouldn't really work out that well.

-Amy is in love with Sonic and will follow him to the ends of the earth, which she does on a daily basis.

And both of those are incredibly generic and mediocre characterizations, but at the very least Schlemmer has a "corny German scientist" shtick that is mildly amusing to save his character.
Meanwhile, Gold is introduced and IMMEDIATELY thrust into the VERY CENTER of the plot, and has special powers as a counterpart to Silver, which only serve to diminish her impact, as she has no sort of development in the slightest at this point while we're in the middle of the story.

Unless Gold suddenly started appearing regularly elsewhere (kind of hard to do, being in the future and all that), the nature of 1/month comics and having to share a time slot with every other Universe arc would mean that her defeat would happen in the next Future arc.
