Depends if you want to use them immediately or if you want to reclass them to something different. Ophelia's fine as a dark mage so you can wait if you want, but her paralogue has some really good items in it
If you want to do something like reclass Soleil to a ninja, recruit early so you can start building weapon ranks sooner

Conquest will teach you skill awareness, because it actually makes good use of giving skills to your enemies. Faceless are hella scary when they have Posion Strike. Or archers with Counter.
And the mapdesign is really good, it's like Birthright and Conquest were made by two completly different team. Even the shared maps are better in Conquest just because the devs sat down to think, gave it a good gimmick and excellent enemy placement.
