Mozu is pretty damn powerful, so she deserves to the right. As a Sniper she can get more reliable for kills than Ryoma in birthright because of Bow's might and Certain Blow means she'll never ever miss a shot.
Beruka as a good start and good enough defensive stats to take hits. she's to the left because she doesn't amounts to much beyond taking hits.
By the time you get Effie she's the defensive core of your team and your most powerful unit besides Corrin. She never stops gaining power either and is a reliable unit all the way through.
Peri has good stats, she's just frail.

This Mozu is average for her level, hell below average in her defenses.
She, counting Bowfaire and Quick Draw, has as much much attack as Xander does weilding the Seigfried counting Elbow Room, has much more speed to double, can proc crits more reliably thanks to the Killer Bow and has an extremely reliable hitrate with Certain Blow. This Mozu can probably kill the final boss without issues.

In the context of this discussion, Efficiency lists essentially rank the units that have the best ratio of strength in helping complete the game, compared to the resources and expenditures needed to get them in a position where they can do that.
Keep in mind that inefficient units aren't always bad. In fact any unit can become good in Fire Emblem with enough effortexcept for Wendy.
I'll use a popular example; for instance, Mozu has a very bad start due to her poor base stats. Does this mean she's NEVER good? No, obviously can become good with enough babying and special attention due to her good growths. However, that doesn't make her an efficient choice since we've sacrificed time and resources that don't give us anything we don't already have (another combat unit), hence she ranks low in the context of efficiency tier lists.
Compare that to a unit like Camilla, who comes dominant over many of our other units immediately and only needs a few things to continue that dominance for the entire game. Because her power is so high compared to what we've needed to make her good (which is basically next to nothing), she's considered an efficient unit.
I hope this makes sense, it's 2 AM where I live.

Silas is too slow, so is Effie Leo, Arthur, Benny and Laslow
Niles has strength problems, so does Selena and Beruka
Keaton arrives too late and at a low level
Charlotte is underleveled and made of wet paper
Elise is Blind
Nyx is made out of wet paper AND blind
Felicia doesn't gets enough Mag so her fiery shuriken falls off after a while.

You really ONLY have Corrin, Xander and Camilla as proper reliable combat units. An extra Archer that can take down difficult stuff is certainly welcome.
